How do i spice my relationship up?

im 16 and me and my boyfriend have been going out for a little ovr 4months now and we are each others 1st. we haven't gotten anywhere cept he felt me up under the bra a couple of times. he's SUPER DUPER shy. not the kinda guy tht would make a move 1st. and lately we have been having a lot of problems...he doesn't talk to me as much anymore (claims he's busy with skool) and he doesn't seem to want to hang out with me as much. I think it might be because he's getting bored because we haven't done anythingg. I asked him b4 if he wanted to but he kept saying he doesn't care but it was kinda obvious he does. do you think the reason why he's acting like such an is because he's bored? do you think going a little further with him (like hj) would fix things?
