I found (non-flees) on my dog...?

Just recently I found lots of bugs on my Rat Terrier. I know what flees look like and I know that these aren't them. They are small kind of long and a bit flat. I can pick them off of her as their not to hard to catch. There have probably been 25 different individual bugs on her. Her fur is only about an inch long in the longest places and they burrow into it, they do seem to be making her itchy and when they have a chance climb on me which makes me itchy. Do you think it might be lice? I am really worried because she sleeps in my bed and last night was very difficult to get to sleep thinking about all of those bugs. Thanks a million!
