Why is Marijuana a schedule 1 controlled substance but Marinol is a schedule 3?

I just think it's strange since marinol is made from the active ingredient in marijuana and is therefore more potent, so shouldn't it be the other way around? And before you say anything about medical usages, there would've had to have been a history of medical use and testing for marijuana or they wouldn't have developed a pill.
