He has not understood what Government is.The Government is being run by bureaucratic irrespective of the party in power.They have to go by system and procedure. Only policies and priorities are framed by the legislature.In major hospitals of the Government,the posts for technical professionals have been lying vacant for past 5 to 6 years and water supply and drainage system in so many areas have to see the light of the day during his tenure.His utterance is out of context and unacceptable.
